2. I regret that, after full
consideration of your request, I do not
feel able to agree to any general
extension of the limit of $10,000,
which appears to me to allow an adequate
margin for all ordinary purposes; but in
exceptional cases, where it is clearly
necessary in the interests of the Colony
that expenditure should be incurred in
anticipation of the S. of S's approval, it would
be within the Governor's discretion to
authorise such expenditure, subsequently
reporting the circumstances as soon as
possible to the S. of S. for his covering
sanction.
